[Glamor] [PATCH 4/4] Don't use AC_PROG_LIBTOOL

* Autoconf only needs libtool macros which are
* copied by autoreconf. There is no need for
* looking for "libtool" program in PATH. This
* properly disables static libraries from being
* installed.
