You can use RTP over UDP, use gst-rtsp-server and use its TCP support,
use the rtpstreampay/depay elements that were added to git master or you
could build the GDP plugin for Android.

The GDP plugin will be included in the 1.3+ binary releases, but before
that they were rather suboptimal and buggy. And still are, but now are
at least a bit better.
