Are MPEG LA Licenses required if using GStreamer

Hi GStreamer team,

Otis<https://www.otis.com/> is developing an Android-based smart screen for elevators (a commercial product). I’m writing to ask if MPEG LA licenses are required if this commercial product is using GStreamer?

GStreamer is LGPL-2.1, but patent licenses are different matter I suppose, and I wonder if your team has any insights to share on this matter.
