+Summary: move gst-element-check m4 to core

+gst-element-check.m4 would be better distributed with the core rather than
+gst-plugins.  It would be useful even without the plugin pacakge.
+
+Plus it would be more convienient to include this file in the
+libgstreamer-dev Debian package which is built from the core tarball.
