i went to http://gstreamer.freedesktop.org/download/fedora.html

then, i found : 

http://gstreamer.freedesktop.org/pkg/fedora/2/i386/yum/gst/RPMS/
which contains
http://gstreamer.freedesktop.org/pkg/fedora/2/i386/yum/gst/RPMS/gstreamer-devel-0.8.7-0.fdr.1.2.i386.rpm
and all his friends for the latest version of gst
