With a new ffmpeg snapshot, I get video using this:

~/Projects/GStreamer/gstreamer/tools/gst-launch filesrc
location=~/Media/bugs/poolshot.mpg ! mpegdemux .video_00 ! mpeg1videoparse !
ffdec_mpeg2video ! ffmpegcolorspace ! xvimagesink

Indeed, ffmpeg expects full video frames. Autoplugging will not really work.
Mpeg2dec cannot play this video.
