intltool-update cannot get the GETTEXT_PACKAGE name correctly.

To reproduce:
1. Extract gstreamer-0.8.1.tar.bz2 and enter po directory.
2. Invoke intltool-update --pot.

Then gstreamer-..pot is created. i.e. $GST_MAJORMINOR is not expaned correctly.

I attached the patch.
