 The target still exists in the Makefile.am in
 gst-plugins/gst-libs/gst/. Did your plugins compile fail elsewhere?

+The RPM includes all files that are to be installed. Could this be an
+issue of our makefiles not installing something that should install? I
+assume you run GStreamer uninstalled since you don't get this.
