I don't know if the Arts code is broken or not, as my C++ fu is not that great.
 But if you really want to use -Werror, you should make it so that the build
does not break for everyone when using a library that is not under your
control.  Maybe the gstreamer files that #include Arts headers need to be
compiled with an extra -Wno-non-virtual-dtor flag.
