Hi,

This bug is in unmaintained code. To skip building of mpeg2enc, you can build
with --disable-mpeg2enc. Otherwise to encode mpeg2, you can use ffmpeg.
Otherwise if you want to fix this problem the proper place to do it is in
gst-plugins-bad.
