user_data packets are part of the mpeg2 standard. DVDs can include closed
captioning data in these user_data packets. I think perhaps other mpeg2 source
may do similar but I'm not sure. And I have no idea what the general way to
handle that data is for arbitrary streams. When mpeg2dec element still
supported user_data output I had a little DVD test to decode those packets with
the vbidec element and print the CC data to the console. I was thinking future
DVD players would use that functionality along with text overlay elements to
provide good closed captioning support.
