improved test

This version of the test checks that no vorbis/speex packets occur before the
theora BOS. I've checked the case of the vorbis BOS being before the theora one
by delibrately breaking oggmux, and the speex case by changing the test to use
speexenc instead of vorbisenc.

The unit test doesn't actually check the theora+speex case because speexenc
isn't in -base, but the code handles it correctly.
