It's not fixed in the panel for me (also running current dapper), though the
problem I see is slightly different:

If I set the volume to zero (but NOT muted), the 'muted' icon is displayed. 

Zero volume is clearly different from muted, in that muted produces no sound,
whereas zero volume produces clear audio at a comfortable (though quiet)
listening level.

The muted icon should be used ONLY for the muted state.
