Steps to reproduce:
1. Update cvs for gst-plugins base
2. Execute ./autogen.sh
3. It fails


Stack trace:
checking for LIBOIL... configure: error: liboil-0.3.8 or later is required


Other information:
On dapper the lates liboil is 0.3.7 which means it will no longer build on
dapper (the long term support OS)
