Committed the unit test only so far (minus the EOS checking):

          Add simple unit test for oggmux from #337026 with checking for the
          EOS flags disabled for the time being.

Current oggmux seems to fail even the simple test_vorbis_theora() test case,
which is another good reason to look at this patch ...
