I designed the filter myself.  It's one of my superpowers.

32-bit intermediates should be fine for quantizing 28-bit to anything smaller,
plus anything less than 28 bits.  There's no point in using 64 bit
intermediates except to make the code slightly less complicated and a lot
slower.
