I build gstreamer with mingw32, cross-compiling it from a linux box.

* winsocks does not have inet_ntop and libgstrtsp does not support IPv6 so
let's use inet_ntoa instead,
* libgstrtsp needs -lws2_32 to link on windows, steal gstreamer's WIN32_LIBS to
do  the job.

a NOT TESTED patch follows.
