Closing as NOTGNOME, since

 - libgstrtppayloads.so is not provided by GStreamer, but part of
   gst-plugins-farsight provided by the project AFAIK
   (http://farsight.freedesktop.org/wiki/).  You might want to file
   a bug in their bug tracker (see bottom of the page there).

 - it either looks like a packaging bug or like you're mixing
   GStreamer packages from multiple repos in a way that's
   not supported (don't ask me about which repos you may not mix
   though, people in the various Fedora fora will probably know).

If you find out what the problem is, please do let us know though, in case
someone else runs into this as well.
