Yes, GStreamer will still work fine if it can't write the registry file, but it
means that all the plugin shared libraries have to be scanned on startup,
because the cached information is missing. This will make startup of your
applications slower (a *lot* slower if there are many plugins), and waste
memory loading information that isn't needed.
