Would be nice to provide a GstParamSpec fraction. This is needed/useful for
objects/elements that want to expose fraction properties.
(ximagesink/xvimagesink do this via string properties currently for the
display-aspect-ratio, which is a bit painful both for totem and the sink
implementations).
