No, patch in bug #339678 solves a different problem.

Anyway, references are no longer obligatory according to new matroska specs.
Unfortunately it is imposible to know which frame references what without
knowledge of the specific format (alternatively encoders could put the the
frame references to buffer metadata but GStreamer does not do this now). I do
not see how the references could be implemented soon.
