Given that this bug still seems to need work, and I want to make a pre-release
today, I'm going to revert the commits that have gone in so far and release
with the same code as 0.10.12 plugins base.

We'll be making another release of gst-plugins-base before Gnome 2.20, so we
have until then to get this ready and committed in final form.

I'll be reverting these:
