Ubuntu 6.06 LTS (= Ubuntu Dapper) ships with gstreamer 0.10.6 according to
http://packages.ubuntu.com/libgstreamer0.10-0 , so for the configure check to
work you'll need to  upgrade to a newer version of ubuntu. Dapper is simply too
old for the version of thoggen you're trying to compile, sorry.
