Currently, if the min-threshold is set on a queue, it will increase the latency
in the pipeline, but does not report it on the latency query leading the sink
to drop all buffers if the min-threshold is set high enough. The attached patch
adds the min-threshold to the min latency if possible (I have no idea how to do
it if its not time based).
