That "works" but does not "correct" the real problem.

Since the 32-bit compilation is completed correctly and the install stage works
properly I already have the API docs installed so, for _me_ (someone who also
compiled a 32-bit version with a "multilib capable gcc") this is not a problem. 

If I had chosen to only compile 64-bit only (with my compiler that defaults to
using "-m32" internally) the "API docs build mechanism" (Makefiles, shell and
perl scripts) are missing the correct placement of one usage of "-m64" which
mis-compiles a file and causes a linkage error.

I now have both 32-bit and 64-bit libraries installed with the docs, binaries
and ".pc" files all working correctly. 

I am now building "gst-plugins-base-0.10.20".
