This seems to actually be a problem in the directshow mp3 decoder: it can't
decode this file correctly at all. I tried playing it with graphedit, and it
failed.

Replacing the directshow mp3 decoder with the directshow ACM wrapper (which
will internally use the ACM decoder) makes it work.

Might be worthwhile writing an ACM decoder wrapper for windows?
