Well, it should go much nearer the core at some point, but it can't as long as
it's not up to the task (and my sample code shows that either it isn't, or
there's a bug somewhere else... and I'm unable to help further on that point,
as I don't have the knowledge : this is the reason why that bug has been stuck
this long even though I really deeply care for it).

Let it get in a good state in gst-plugins-bad, then move it somewhere else.
