I've just done a new release which includes .pc files:
http://people.atrpms.net/~hdegoede/libv4l-0.3.8.tar.gz

This is also currently building for Fedora development (rawhide).

I was hoping someone with better autoconf skills then me could do the autoconf
part, if not let me know and I'll do my best.
