Reported the latency. I was told that the vorbis encoder latency is actually a
lot bigger than the 60ms that I empirically observed, but this seems to work
for now.

        * ext/vorbis/vorbisenc.c: (gst_vorbis_enc_get_latency),
        (gst_vorbis_enc_src_query), (gst_vorbis_enc_chain):
        Report the encoder latency. Fixes #538232.
