The reason you can play this file with mplayer is because it's using the win32
.dll . There's no open-source WMA3 decoder.

IIRC, the pitfdll plugins can wrap that decoder, which might be available for
your distribution. Else there's also the fluendo (commercial) decoders.

Closing this bug since there's alternatives.
