I have updated my patch, add "--gst-disable-registry-update" in init option,
env-var to running.xml and API to gstreamer-sections.txt

For environment name, I find there are no such environment name as
"GST_DISABLE_*", so I think GST_REGISTRY_UPDATE is reasonable just like
GST_REGISTRY_FORK. 

For the usecase of "_set_enabled()", I am not sure whether it is correct that
user can call it before gst_init(), or we may remove these functions ?
