why lowest 1000? This will still make this bug fail because gsmdec will not
accept a rate of 700. In Comment #4 I explained the desired behaviour:

The caps should look like this:

 - fixed caps with 8000 Hz (to state the prefered format)
 - range 1 - INF (all other samplerates are also possible)
