queue_load_burst.diff

I think you can do this with something like this. with a load-burst mode on a
queue:
* block the sink_pad when the queue is full.
* unblock the sinkpad when the queue is empty.
but of course the application (totem) needs to set the border parameters to
some good values to make any use of it.
