Tried decodebin and decodebin2. This assert is shown in both cases:

(gst-launch-0.10:21015): GStreamer-CRITICAL **: gst_event_new_new_segment_full:
assertion `start <= stop' failed

This file plays both in mplayer and on Windows using the Ogg DirectShow
filters.
