demonstrate the problem with truncation

This little demo program shows the problem.  An offset counter is set to 10000
and a sample rate of 16384 Hz is selected.  Then a loop is performed in which
the offset is converted to a timestamp using gst_util_uint64_scale_int(), and
the timestamp is converted back to an offset using gst_util_uint64_scale_int()
again.  There is a 1-sample drift per iteration of the loop.
