export new versions of scale() funcs with three rounding modes

This exports four new functions that provide two new rounding variants each of
gst_util_uint64_scale() and gst_util_uint64_scale_int().  The new functions
have _round and _ceil suffixes appended to their names indicating that they
return the result rounded to the nearest integer or rounded up to the smallest
integer not smaller than the result.
