mimenc: Write FOURCC as 32bit

Oops, patch "4f61f46: mimenc: USE GST_WRITE_*_LE macros" broke the fourcc
because I put them as 16bit instead of 32... Lets push this in before the
release, otherwise mimenc!mimedec fails..
