I should add that 

gst-launch playbin uri=file:///path/to/sample-gsm-8000.gsm

produces no output, where the file is

http://samples.mplayerhq.hu/A-codecs/GSM/sample-gsm-8000.gsm

which can also be played with ffplay and mplayer
