Created an attachment (id=141376)
new jpegparser in gst-plugins-bad with header parsing

I have taken the freedom to complete this element:

- move it to gst-plugins-bad
- width and height extraction
- format color extraction
- if the image is progressive
- framerate negotiation
- duration calculation

Also there's a couple bit for gtk-doc integration.

It is applied against master.
