It is currently not possible to set the "public"-flag of a stream produced by
the shout2send-sink.
This flag is required to be set, when a stream should be advertised by a
Icecast server to a public directory (like dir.xiph.org or your on one).
As the underlying library libshout2 supports this, I adopted a bit of the
existing code to support this feature.
