Not knowing the type of a tag makes it difficult (if not impossible) for a
python app to turn a user provided value into a double, int, etc prior to
adding to a taglist.

It is likely not wrapped since *_get_type are typically ignored
(though gst_tag_get_type is not a typical _get_type).
