Test:

gst-launch-0.10 audiotestsrc ! alawenc ! audio/x-alaw, rate=10000 ! fakesink

The _getcaps() func in the alaw/mulaw encoders ignore the rate or channel ocunt
if both are not set, attaching git patch.
