I can add some useful information I think. I played the file stream.mp3
directly using gstreamer using the script Example 2.1 on this URL

On my computer with gstreamer 0.10.22 the script hangs when the change in
sample
rate occurs. 

On 0.10.18 the file seems to play fine.
