Totem determines if a file is seekable by doing a SEEKING query for
GST_FORMAT_TIME. Since bug #584838 has been fixed in gstreamer, basesrc doesn't
answer the seeking query automatically with TRUE anymore, so demuxers should
really implement the SEEKING query themselves.
