Please describe the problem:
The configure check for the mad plugin depends on HAVE_ID3TAG which is only set
if the id3tag is requested. This will cause the mad plugin not to be built if
the id3tag is disabled.

Steps to reproduce:
1. ./configure --disable-id3tag --enable-mad
2. 
3. 


Actual results:
configure: *** Plug-ins with dependencies that will NOT be built:
        [...]
        id3tag
        mad
        [...]

Expected results:
The mad plugin to be built and the id3tag not to be built

Does this happen every time?
