    docs: improve GstMixer and GstTuner docs

    Mention that elements implementing GstMixer and GstTuner need to be
    in the right state before they can be used. Also mention GLib
    functions for converting filenames to and from URIs.

    Fixes #602877.

This is a problem everyone runs into really (and the warning is very
misleading). Unfortunately we can't fix this horrible GstImplementesInterface
stuff before 0.11, but it's scheduled to be removed next time we break API/ABI.
