GStreamer generally does not implement codecs itself, but rather wraps third
party codec libraries.

If you can point to an existing (FOSS) library that implements this codec, we'd
be happy to wrap it.

Until then, your best bet is probably to file a feature request with ffmpeg
(although I'm sure they're already aware of this).
