multipartdemux: set default rate/channel for x-mulaw

the following patch fixes the non-negotiated error due to missing rate/channel
on src pad.

gst-launch audiotestsrc ! mulawenc ! multipartmux ! multipartdemux ! mulawdec !
fakesink

I am not sure if this is the proper fix, though.
