libgstsignalprocessor, added in -bad .14, has several build and install issues:

1) The library is not versioned with - at GST_MAJORMINOR@, unlike all other
GStreamer libraries;

2) The library is installed but the header is noinst_;

3) $(GST_PLUGINS_BASE_LIBS) should be in _LIBADD, not _LDFLAGS.

4) $(GST_*_LDFLAGS) are missing from _LDFLAGS, leading to failure to build
shared libraries on some platforms.

If you could indicate whether 1) and 2) are indeed bugs, I'm prepared to make a
patch accordingly.
