Aaaahh!  The 54:59 pixel aspect ratio strikes again!

More seriously, we don't handle clean apertures at all in GStreamer, sadly. 
Since they're really only used in SD video, I recommend doing a manual
videocrop to 704 width and videoscale to 640x480 (NTSC) or 768x576 (PAL) before
you do any additional format conversion or encoding.
